1. Customer confidence in the university as measured by academic excellence in science and technology, which shall be defined as rankings of “Very Good” in studying, teaching and research and/or within the standards of the top 10 science and technology universities in the country;
2. Quality of university operational procedures, which should be rated in assessments from “High” to “Highest” assessment levels;
3. Office procedures should function as a “One Stop Service”
4. Cooperation among universities within Thailand and other countries, with more than 80% of the cooperative activities operated continuously and concretely;
5. Quality of university staff, possessing high abilities and maintaining continual career development;
6. Office environments with a positive working atmosphere and high quality of living;
7. Quality factors, promoting the internationalization of the university
8. Appropriate information technology systems such as e-Management, e-University, e-Campus, with 80% of university staff and students access the system for their study, instruction, research, and other activities of the university; and
9. Self- sufficiency in financial status, by increasing the proportion of the university generated revenue increasing up to 40% by 2011.
